Certainly yes. You can do whatever you want once you step ashore. There are normally lots of taxis available if you want to travel independently. Alternative, you can just stroll around the local town. If the dock is someway from the town, there are usually shuttle buses to take you in. Just make sure you are back on board in time as the ship will not wait for you.
